About Fowler, NY

The Town of Fowler began in 1816 and was named for Theodosius Fowler, (1753-1841) a local landowner, who had served as a Captain in the American Revolution.

Fowler is located in southwest St. Lawrence County and borders the towns of Rossie, Gouverneur, Hermon, Edwards, Pitcairn, and Antwerp.

The Oswegatchie River's main and west branches flow through Fowler with scenic portages. The town is a beautiful setting for the Gouverneur Country Club and home to the Sylvia Lake community.

  • Stone Road, from the bus turn around to the Orebed Road.

  • Sibley Road, from the bus turn around to State land.

  • Fire Falls Road, from Luke Gates home to the Town of Fowler Line.

  • Lamb Road, from the Country Club Road to the Town of Fowler Line.

  • Shantyville Road, from the Besaw farm to the plow turn around on the Byrns Road end (the Corral).

NYS Invites You To: Winter Assistance Fairs 2023

This winter, many vulnerable New Yorkers may face the challenge of managing monthly energy bills.  The New York State Department of Public Service’s (DPS) winter outreach and education campaign is designed to help consumers manage their energy bills while staying warm and safe during the cold weather months.


DPS is partnering with other NYS agencies to provide free regional in-person winter assistance fairs where consumers can learn about the different resources available to them and receive hands-on help to enroll.


Winter Assistance Fairs are free events open to the public to learn about winter preparedness. Experts in energy, housing, aging, and more will be on hand to assist community members to learn about and apply for programs on:

  • Energy Affordability

  • Energy Efficiency

  • Energy Consumer Protections

  • Financial Assistance

  • Services for Older Adults

  • Weatherization​

  • Visit the NYS Winter Assistance Website - DPS's winter preparedness webpage has valuable resources for consumers such as controlling heating costs, consumer protections, energy efficiency and winter safety, as well as links to state and utility financial assistance programs.
